The Labor & Commerce Committee has considered:                                 
                                                                               
HOUSE BILL NO. 65                                                             
"An Act relating to the improvement of state finances through                 
reduction of operating costs of certain state agencies and                     
establishment of certain fees; and providing for an effective date."           
                                                                               
and recommends it be replaced with:                                            
                                                                               
CS FOR HOUSE BILL NO. 65(L&C)                                                 
"An Act relating to licenses, certificates, and permits administered          
and fees charged by the Alcoholic Beverage Control Board, the                  
office of public advocacy, the Alaska Commission on                            
Postsecondary Education, the Department of Labor, the Alaska                   
Police Standards Council, the Department of Natural Resources,                 
and the Department of Environmental Conservation; relating to the              
administration of the state insurance catastrophe reserve account;             
authorizing the Department of Natural Resources to accept certain              
donations for parks and recreation; relating to fiscal reporting and           
accounting by the Department of Administration; and amending                   
Alaska Rule of Probate Procedure 16(d); and providing for an
